Yeah, --with-ssl is not meant to provide a pathname. You need
to use --with-includes/--with-libs. As an example, my animal
longfin selects a non-default openssl installation with
--with-includes=/usr/local/ssl/include
--with-libs=/usr/local/ssl/lib
