Hmph. Hard to see how that isn't a linker bug. As a stopgap
to get the farm green again, I propose adding something like
ifeq ($(PORTNAME), cygwin)
SHLIB_LINK += -Wl,--export-all-symbols
endif
to plperl's makefile.
