When trying to install Cygwin with default selections on a German
locale Windows, the installation process failed because cygintl1.dll
was missing. When I downloaded libintl1 it worked. Maybe the library
could also be selected by default, or be selected automatically when
setup.exe is run on a non-US locale computer.
