6.5.3 docs say system tables are 16 characters long...

The release notes (postgres/release14205.htm) says they were increased
from 16 to 32, but postgres/manage-ag.htm still says they are 16.
Plus, they are really only 31 because something seems to be forcing
the 32-byte string to be null-terminated....
